Background

The Local Health System Sustainability (LHSS) Project is USAID’s flagship initiative in integrated health systems strengthening, with a goal to help low- and middle- income countries transition to sustainable, self-financed health systems as a means to support access to universal health coverage. The project will support country-level efforts to reduce financial barriers to health care, ensure equitable access to essential health services for all people, and improve the quality of health care. Equally important, it will equip host countries to sustain progress after the project ends. It will do so by ensuring that local institutions and organizations have the technical capacity and expertise to independently design, implement, and manage continued health system strengthening activities.

Opportunity

Abt Associates seeks a qualified Embedded Senior Health Financing Advisor for the upcoming USAID-funded LHSS Namibia Activity. In Namibia, the LHSS project will support the Ministry of Health and Social Services (MOHSS) and other stakeholders to advance holistic, long-term sustainability planning. The LHSS Namibia Activity will work with stakeholders to raise the profile of health financing in the MOHSS and across the Government of the Republic of Namibia (GRN); revitalize technical working groups and multisectoral platforms working towards universal health coverage (UHC); and strengthen the MOHSS’s capacity to use evidence to prioritize investments. Key areas of technical support to the MOHSS and GRN stakeholders include health priority setting, benefits package design and costing, resource allocation, and private sector engagement.

The Embedded Senior Health Financing Advisor will be embedded in the MOHSS to support individual, organizational, and institutional capacity strengthening for health financing, holistic sustainability planning, and UHC reforms. This position will also act as the LHSS in-country leadership and will be responsible for managing the Activity’s implementation and for representing the LHSS Namibia Activity to health system stakeholders that include the GRN, MOHSS, development partners, and the private sector.

Key Roles And Responsibilities

The Embedded Senior Health Financing Advisor will have the following duties and responsibilities:

  • Work jointly with USAID, GRN ministries and agencies, LHSS consortium partners, and local partners to implement LHSS objectives and achieve results detailed in the final workplan.
  • Work directly with the MOHSS as an embedded staff, supporting efforts to advance thinking and implementation around health financing reform, UHC and sustainability planning, health priority-setting, resource allocation, and private sector engagement.
  • Lead LHSS interventions which may include essential health benefits package design, activity-based costing, resource allocation process improvement, and establishing a platform for robust public-private engagement.
  • Provide strategic direction and technical leadership to produce project results, including implementation as well as research, monitoring and evaluation, and learning activities.
  • Provide leadership and technical support for project staff, including staff representing international subcontractors, local partners, and grantees.
  • As an embedded advisor, strengthen individual, organizational, and institutional capacity in the MOHSS for technical areas that may include health financing reform, sustainability and UHC planning, health resource allocation, and private sector engagement.
  • Serve as the project’s representative and key liaison with USAID, government counterparts, and local partners/stakeholders, and manage project relationships with each.
  • Take direct project management responsibility for the LHSS Namibia Activity to deliver results for all objectives specified under the approved, final workplan.
  • Monitor the progress and pace of project implementation, assuring that the full potential of the program is realized through the promotion of high quality work and internal control, using adaptive management techniques as appropriate.
  • Exercise ultimate responsibility for on-time reporting and high-quality deliverables, budget management, and compliance.

Within the LHSS project, the Embedded Senior Health Financing Advisor will be supported by LHSS home office-based operations, finance, and technical expertise and will report to the LHSS Country Manager for Namibia.

Preferred Skills/Knowledge

  • The Embedded Senior Health Financing Advisor is expected to have the strategic vision, leadership qualities, depth and breadth of technical expertise and experience, professional reputation, management experience, interpersonal skills and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the program description.
  • Master’s Degree (minimum) in Health Economics/Health Finance (preferred), Public Health, Management, Medicine, Health Administration, or other relevant field.
  • 15+ years of relevant professional experience in managing progressively complex health programs. Experience in working in USAID programs is preferred (but not required).
  • Recognized expertise in heath financing, with demonstrated success in strengthening health financing, including UHC reforms, sustainability planning, health resource allocation, benefits package design, and private sector engagement.
  • Proven track record of working effectively with government counterparts at various levels, ideally in Southern Africa. Experience in Namibia is preferred.
  • Substantial low-and middle-income country experience, combining health systems strengthening and broad competencies in health financing, capacity strengthening, and other functions (preferred).
  • Demonstrated leadership and management skills and ability to lead and motivate multidisciplinary, multicultural teams.
  • Ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners and a proven track record of interacting with other projects, high-level host country governments and international agencies.

Minimum Qualifications

Project Director : Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD + Eight years of relevant experience
